After passing just south of Puerto Rico and over the Dominican Republic with winds approaching 50 mph, Tropical Storm Chantal was downgraded on Wednesday afternoon to an open wave. With forecasters initially predicting the possibility of the storm impacting Florida and south Georgia, including Savannah, residents were on edge. But unless the storm regenerates as its remnants pass over the warm waters of the Florida straits, the National Hurricane Center has issued its last advisory on the system.
